Founder, Managing Member

18 year track record of achieving mission critical results in fast-paced, austere environments through dynamic action, teamwork, and leadership. Innovation is his passion and his in-depth experience with Project Management, Experimentation, Test & Evaluation, and tactical operations.

His military experience enables him understand the needs and to visualize and conceptualize innovative technologies that revolve around lethality, protection and rescue.   These innovations are focused on improving the performance and survivability of soldiers in the field, always prioritize minimizing the weight in a ruck, and include autonomous systems. 

As a soldier, an employee, and now as a business owner, Emil is staunchly dedicated to providing innovative solutions to the Armed Forces of the United States of America and her allies.

John Donoso
Chief Technical Officer

15+ years of full-stack engineering, systems integration, product design, project management, signals, intelligence, infrastructure, and foreign policy experience within USG, NGOs, and the private sector, including software and hardware engineering experience with UAVs, UGVs, and network design and build.

John has also spent significant time studying and helping counter foreign intelligence and disinformation campaigns as well as implementing initiatives supporting national and global policy in Afghanistan, the Middle East, and CONUS.

In the course of that work, he has been responsible for open-source investigations, digital forensics, penetration testing, election monitoring, and local governance and economic development, particularly in Afghanistan and Lebanon. As a result, he speaks terrible German, Spanish, Dari, and Arabic.

Frank Cevasco
Strategic Advisor

Mr. Cevasco previously held positions in several consulting firms including a Vice President of Hicks & Associates (1996-2004), a Vice President of the International Planning & Analysis Center (1993-1996), and co-founder and Managing Director of the International Partnerships Group (1990-1993) where he assisted companies in forming strategic alliances and teams tailored to succeed in international competitions. Before joining INTERPAR, Mr. Cevasco served as a member of the Senior Executive Service in the Office of the Secretary of Defense (1979-1990). His last position in DoD was Assistant Deputy Under Secretary of Defense for International Development and Production Programs where he was responsible for land, sea, air and C3 armaments programs and technology initiatives with NATO, NATO member countries, European neutrals, the Mid-East, Japan, and Korea.

He was principal resident advisor to several Under Secretaries of Defense for Acquisition & Technology regarding international program cooperation and international agreements. He previously held the position Director, NATO Affairs, where he implemented numerous administration and congressional initiatives, among them the NATO Cooperative R&D Program and NATO Conventional Armaments Planning System.

Frank Hunt Jr.
Business Advisor

His career includes 32 years of US Navy and Joint military experience, 31 years as a small business owner, 19 years as a government contractor, and 21 years as a Department of Defense civil servant.  These efforts have overlap because Frank isn’t content doing one thing at a time.  His Navy experience (active duty & reserve) includes deck watches, shipboard engineering, amphibious operations, carrier aviation, flight instruction, tactical air control, HQ tours, Joint exercise control, and supporting local drinking establishments across the globe. 

As a government contractor he was a flight simulator instructor, training/curriculum developer, joint test simulation analyst, and joint exercise operator-trainer.  As a DoD civil servant, he was the COMSEC Manager for TRADOC, the network team lead for USJFCOM’s Joint Experimentation Directorate, and was a computer scientist for 15 years supporting Joint interoperability and integration, retiring as the Technical Integration Branch Chief within the Joint Staff J6.

His dedication to improving the efficacy of the US Armed Forces, an inability to sit still, and still wanting him to contribute led him to joining Combat Bound because the company is dedicated to improving the lot of “those that eat the MRE’s” through innovation and improvements in Rescue, Lethality, and Protection.
